it does, but the picture is too blurred for any definitive answer.
personally im going to say that, after studying it many times, i dont think it is milo.
where does this image come from anyway?

I remember reading an interview with the actor who played this part shortly after season 2 - I wish I could find it because that was how I knew it wasn't HRG.... It looks like Peter in one shot but not the other. I'm all down for the Futurelli theory but i'm not quite sure about this image....

I've uploaded a set of photos on Flickr. It's 3 stills of the shooter and the room from season 2 and also the recent "shooter" frames from the Season 3 promo. I think the door that the shooter walks into matches up with the door from Season 3. The door is key here..
I've also included an interesting frame from the trailer where it look like Peter is putting a gun away while being "green screened" - Makes me think he's going invisible here or something. I know it's probably a stretch and he doesn't have the baseball cap but I keep going back to it while watching the promo...
